Why Is My Computer Throttling for No Clear Reason?

I'm dealing with an issue where my computer seems to be thermal throttling even when temperatures appear to be normal. I've already asked about it being a power supply problem, but people have suggested it might be related to thermal throttling. For context, certain games on ROBLOX, like FNAF 2 reimagined, trigger my fans to speed up unexpectedly, even as Task Manager shows no temperature spikes for my CPU or GPU.

I found out that some MSI motherboards feature a slow_mode switch that could lock the CPU at a minimum speed, but it seems my motherboard lacks this feature. I've attached an image where there's something that might be it, but it's not clear from the manual or online sources. Here are my specs:
- CPU: AMD Ryzen 9 5950X
- Motherboard: MAX X570S TOMAHAWK MAX WIFI
- GPU: NVIDIA GeForce RTX 3090 Ti
- Power Supply: ROG Strix 1000W
- Case: Corsair 4000D Airflow ATX Mid Tower
- CPU Cooler: iCUE H150i Elite Capellix

The main issues arise when playing graphically demanding games like ARK or Minecraft with many mods. My fans ramp up suddenly, and even controlling them with MSI Afterburner sometimes leads to lower FPS. I've also noticed that intensive games like CK3 can freeze my PC after some time, requiring a restart. Overclocking through Afterburner doesn't seem to help as even slight adjustments lead to crashes. I ran some stress tests, and my scores are below average—68.9% pass rate needed, with a normal score of only 3600. I'm puzzled and could use some insights!

Your fans ramping up is a sign that your temps are likely increasing, even if it doesn’t show right away. Have you genuinely monitored your temps under load, or did you just notice they became loud?

If my fans didn’t start freaking out as soon as I launched ARK, I might know whether my temperatures are off. They ramp up so fast that I can’t check if the CPU is overheating!
