Why is my CPU overheating after upgrading to the 5090?

I recently upgraded from a 5080 to a 5090 two days ago, but I'm facing some serious performance issues. My CPU (the 9950X3D) is reaching temperatures of 85°C even while idling, which wasn't the case with my previous GPU. In games like Cyberpunk at 1440p, I'm only getting 87 FPS with DLSS set to quality, and there's no improvement when switching to performance mode. I've already tried installing a different GPU driver and even reinstalled Windows, but nothing has changed. My GPU doesn't exceed 50% TDP and usually operates around 14% to 36% while gaming. I have an MSI 1000W Gold PSU, and during a 3D benchmark test, everything seems fine and runs at maximum TDP. I'm really confused about what's going on here.

It might be an issue with how your cooler is mounted. Have you checked to see if it was properly seated? If it wasn’t overheating before the GPU upgrade, remounting and repasting the cooler might help.

What do your other parts look like? I’m curious about your case, cooling setup, and motherboard because they could be affecting your CPU temps too.
