Why is my CPU overheating on cold startups?

I recently built a new PC with a Ryzen 9 9950x3D and an RTX 5080 GPU. The specs include an ASROCK WiFi 7 X870 Pro-A motherboard and a 360mm TRYX Panorama SE AIO cooler. I've noticed that whenever I boot it up after being off for a while, the CPU temperature skyrockets to between 95°C and 100°C. Interestingly, if I turn the PC off completely and then boot into the BIOS before starting it again, the temperatures seem to return to normal. I already have a replacement AIO cooler on the way, but I'd like to hear what others think about this issue.

It sounds like you might have really bad airflow in your case, or your cooling system just isn't working right. Have you tried running any software to monitor your fan speeds? Take a look inside your case and see if the CPU cooler is even turning on. That could give you a clue about what's happening.

I have a Lianli 011 case, so I doubt airflow is the problem. The AIO seems to be running since I can hear the pump going, and BIOS confirms it too.

Have you checked if a performance or overclocking profile is enabled in your BIOS? Also, did you recently update the BIOS? It might be that your CPU is getting a voltage spike when starting up, but it doesn’t sound like it’s a cooling issue overall.

I don't think I've got any profiles enabled, but updating the BIOS sounds like a good idea.

I wonder if there’s an "air lock" in your AIO cooler, but since it keeps things cool under load, that seems unlikely. Are you overclocking your CPU? If you dial down the voltages or clock rates, do the temps still spike on startup? I’m really curious about the root cause of this issue.

I’m not great with BIOS settings and haven’t touched any overclocking options yet. Honestly, I’m even thinking about undervolting.
