I've noticed that my CPU temperature is hitting 82°C even when I only have my browser open. My room temperature is around 30°C, and the liquid temperature in my cooling system is about 45°C. I'm looking for suggestions on how to bring these temperatures down. Any advice?

Make sure the pump is functioning properly. If you've tightened the mount recently and the problem persists, that’s a good sign that the cooler might be malfunctioning. Also, what CPU do you have? For Intel chips, sometimes updating the BIOS helps. If it’s been a while since you replaced the thermal paste, it might be time to redo that too.
It sounds like you might have a couple of issues going on. First off, is this a new problem or has it always been like this? If the cooler isn't mounted properly or if the thermal paste was applied incorrectly, that could definitely cause high temps. Also, double-check that you removed any protective plastic from the cooler's bottom. That can mess with heat transfer.
Yeah, I agree! If the cooler isn’t making good contact with the CPU heat spreader, that's a major problem. Definitely check the documentation from the manufacturer for proper thermal paste application and cooler mounting.
Seriously, don't skip on checking for that plastic. I've made that mistake before and it was a total facepalm moment.
Your room temperature being at 30°C is going to affect your CPU's performance. I have my pump set to 100% at 3000 RPM for similar conditions and my CPU stays around 45°C. What’s your radiator size? If you have a smaller one like a 120mm, that could be part of the problem too. Also, remember to check if you've set your pump to a performance mode; that might help regulate the temperatures better.
I have a 360mm radiator, and my pump runs at 80% until things hit 50°C, then it ramps up.
I'm using the 7800X3D, and the temperatures have been high for a bit.
