Why is my CPU usage spiking while idle?

Since I cleaned my PC and reconnected everything, I've noticed that my CPU usage spikes from 1-5% to as high as 28% when I'm not running any heavy applications—just Task Manager, Steam, and Discord. I'm worried I might have accidentally damaged something or caused static issues because I didn't hold the fans still while cleaning with an electric air duster. A friend of mine said it's normal for CPUs to spike occasionally, but this behavior is new to me and it's stressing me out. Has anyone else experienced this?

It’s possible you just didn’t notice the spikes before. My CPU does something similar, where it spikes briefly even when idle. Sometimes, background updates can cause this too.

I guess that could be it, but 28% feels a bit high to me. Maybe I'm just overthinking things.
