Why is my Gainward Phoenix-S 5070 TI so noisy?

I just opened my Gainward Phoenix-S 5070 TI graphics card, and I'm really concerned about the fan noise—it's uncomfortably loud and has this odd deep tone. I've read about similar complaints from someone else who reviewed the card. Is there any way to fix this issue? What could be the reason behind such poor noise performance for a card that costs around $800? I would expect better fan quality, especially since I've had cheaper cards that were much quieter. I don't understand why this is happening.

It sounds like you might be dealing with a faulty fan or possibly coil whine, which can happen with some graphics cards. If you can, try to post a video showcasing the noise so people can better diagnose it. Sometimes, complaints are exaggerated when we first install a new component.
