Why Is My Gaming PC with 3070 and 5600X Lagging?

Hey folks! I built my PC a few years back and take good care of it by cleaning and reapplying thermal paste regularly. My setup includes a B550 motherboard, 4 sticks of 8GB 3200 DDR4 RAM, a Ryzen 5 5600X, and an RTX 3070 paired with an ARCTIC CPU AIO cooler. I always thought this build would handle gaming and photo editing effortlessly, but I've been facing some frustrating performance issues. For instance, when I launch Adobe Lightroom, it gets really laggy, and in games like Rainbow Six, Rust, and especially Fortnite, I encounter major stuttering and often can't even reach the 200Hz refresh rate my monitor supports. Have any of you run into similar problems? Is it possible I have a bottleneck somewhere? I'm open to any suggestions!

What resolution are you playing at? That's a crucial detail that a lot of people forget to mention. If you're gaming at 4K, that might explain the lag since the 3070 may struggle with those graphics. Also, your RAM might be a bottleneck since it's a bit slower. Consider upgrading to DDR5 at 6K speeds if your motherboard supports it. I'd suggest using 2x16GB sticks for better performance.

I recently switched to a 2560x1440 monitor from a 1920x1080 one, but I haven't noticed a big difference in performance.
