Why is my GPU core clock stuck at 139MHz?

Hey folks! I've just built my first PC, and I'm still figuring things out. I installed MSI Afterburner and noticed that my GPU's core clock is stuck at 139MHz, while the memory clock goes up to 5K. I've tried various fixes since gaming has been unplayable. I followed tutorials to switch power settings to performance mode, but nothing worked. I reached out to the store where I bought my GTX 1060, and they sent me a replacement card. Unfortunately, I still see the core clock at 139MHz, whether I'm gaming or just sitting idle. I've updated the drivers and tweaked some BIOS settings without success. In GPU-Z, there's a PerfCap Reason showing 'PWR,' and my 6-Pin #1 Power shows 0.0W, with Voltage not exceeding 3.0V. I checked all the PSU cables for dust and breaks, and they seem fine. I've never faced issues with the PSU, like sudden shutdowns. Can anyone offer advice on what I might be able to do to resolve this? I'd really appreciate it!

Have you made sure your monitor is plugged into the GPU? It might sound simple, but sometimes that can be the culprit.

It seems like your GPU isn't getting enough power. Normally, that card should use around 16W when idle. It gets its power mainly through the PCIe connection, so try disconnecting the power cable and see if it works just off the PCIe. It might not run games well like that, but if it does boot, we'll know the PSU is the issue. Oh, and resetting your BIOS to default could help, just in case something there is causing the problem.
