I've got an RX 6750 XT and a Ryzen 7 5800X. I've noticed in some games like Minecraft and CS2, my FPS is lower than what I'd expect. For instance, I'm getting about 180 FPS in CS2 instead of the usual 240, and around 60 FPS in a modded Minecraft pack instead of 100. Sometimes, my FPS just drops suddenly; yesterday, for CS2, it fell to 60 until I restarted the game, after which it returned to 240. This inconsistency worries me. My only guess is GPU sag, which I fixed a while back, but if that's the issue, I don't understand why it's so erratic. My CPU usage rarely goes above 60%, and while my temps are decent, they do hover around 80 degrees at most. Any thoughts?

Just because your CPU shows 60% usage doesn't mean it's not a bottleneck. Many games don't max out all cores all the time. Keep an eye on both your CPU and GPU temps—if they're below 85°C, you might actually be CPU limited. Also, modded Minecraft tends to lean more on the CPU. CS2 is pretty resource-heavy and also has its bugs, so a simple restart can occasionally help with the FPS issues.
I feel you! I’ve had similar experiences. Sometimes my CPU is at a chill 30-40%, but my GPU is pushed to the max. It could be a sign of GPU instability. Unfortunately, pinpointing the exact issue can be tricky. Just keep an eye on your settings and temps!
