Why is my GPU running at 0% while I’m gaming?

I recently upgraded to a GeForce 1660, but I noticed that my GPU is consistently showing 0% usage in Task Manager, regardless of the games I'm trying to play. This is causing significant stuttering and lag during gameplay. Does anyone have insights on how to resolve this issue?
