Why is my GPU stuck at PCIe x4 instead of x16?

Hey everyone! I've been dealing with some major stuttering issues after upgrading to a GTX 1080, which I bought used. While less demanding games run smoothly, the more intense ones like Rust, Squad, Escape from Tarkov, and Hogwarts are causing a lot of micro-stutters, making them nearly unplayable. I did some digging and discovered that my GPU is connected at PCIe x16 3.0, but it's only running at x4 right now. I've already reseated the GPU and cleaned both the connector and PCIe slot, but the stuttering persists, albeit lessened. Has anyone encountered this before and found a solution? Here's my setup: GIGABYTE B450M H motherboard, Ryzen 5 3600 CPU, 16GB DDR4 3600MHz RAM, and the GTX 1080 with 8GB.

It sounds like you might need to check if your GPU is in power-saving mode. If you’re using GPU-Z, there's a button next to the PCIe speed that lets you toggle full power to the GPU. Also, remember that those games you mentioned are known for stuttering issues even on high-end setups, so it might not be all hardware-related.

Yeah, I used to have a GTX 970 before this and it had no stutters—just lower frame rates. And yes, the question mark next to the bus interface is what I meant. I ran the render test too, but unfortunately, nothing really changed.
