I have an Intel i5 8500 and an RTX 2060, and I'm experiencing a situation where my CPU is maxing out at 100% usage while my GPU is only at 20% when playing Spider-Man: Miles Morales. I recently watched a video of someone with the same specs, and their CPU was at 70% and GPU at 94%, which makes their game perform significantly better. What's going on here?

With your i5 8500, hitting 100% CPU usage is pretty common in modern games. It's a 6-core processor, but it only has 6 threads, so it can start to bottleneck with newer titles, especially when it gets fully loaded like yours is. This could definitely lead to lower GPU utilization.
The difference could really be down to your resolution and graphics settings. If they're playing at a higher resolution or different settings, that could push the GPU harder while the CPU workload remains manageable.
I tested on 1080p with high settings, but they used very high settings at 2560x1440, which might explain their better performance.
I noticed that too! At times, my CPU has hit close to 100% while my GPU was barely working.
