Why is my GPU usage so low in CPU-heavy games?

I've got an RTX 4060 paired with a Ryzen 7 3800X and 32GB of 3600MHz RAM. However, when I play CPU-intensive games like CS2 and R6, my GPU usage hovers around 30-50%, while my CPU usage is about the same. Could my older CPU be bottlenecking the performance? If so, which CPU should I consider upgrading to, and is switching to AM5 worth it given my tight budget?
