Why is my laptop giving me electric shocks?

I recently noticed that when I rest my arms and wrists on my ASUS Chromebook Model C434T, I experience a sharp, tingling sensation around the rim of the laptop. It's strange because I don't feel it in my fingertips, just on the inner parts of my arms that touch the device. When I unplugged the charger, the sensation stopped. Is this a normal issue or something I should be concerned about?
