I recently filled up the 1TB storage on my PC, so I bought another 1TB HDD from Seagate. However, when I'm trying to download Elite Dangerous onto this new drive, it takes ages—like 1% every 5-10 minutes! When I tested my other drive, downloads were way quicker. Can I fix this issue, or should I just return it and look for a better option? If I go that route, how do I know which HDD or SSD is worth buying?

Honestly, HDDs are pretty outdated for modern use, and on top of that, you might have ended up with a 5400 RPM HDD, which is painfully slow. You’d be better off selling it and putting that cash towards an SSD instead.
It sounds like the HDD you got is the problem. Honestly, if you can, you should go for an SSD instead. They are much faster for gaming and downloads.
What's an SSD though? Is it just a faster version of a regular HDD?
Remember, the difference in speeds can be minimal sometimes, but it's generally true that SSDs outperform HDDs in performance.
There shouldn't be any reason for your new drive to be that slow. It might be faulty or not connected properly. Try moving a large file from your old drive to this new one—does it transfer fast? If it’s still slow, you might have a hardware problem.
I just checked, but the speed never goes above 0bps when trying to copy files!
