I just installed a Samsung 990 Pro 1TB NVMe SSD in the second slot of my Mortar B360M motherboard, but it's performing really poorly. The read speed is only around 234 MB/s and the write speed is at 217 MB/s. I'm trying to figure out what might be causing this issue.

New NVMe drives can feel slow due to Windows power management settings. Go to Device Manager, find your storage controllers, and set the power policy to high performance. I had the same issue; my SSD was only hitting 1500 MB/s until I made that change, then it maxed out! Also, make sure it's properly seated in the right slot.
You might want to confirm whether your SSD is genuine using Samsung Magician. If it isn’t recognized there or in BIOS, it could indicate a problem. Also, try installing it in the primary slot to see if that improves performance.
Have you checked how you're measuring the speeds? Sometimes the software can affect the results. Consider using CrystalDiskMark to get accurate readings.
