Why is my new PC build failing to boot with DRAM LED on?

I'm in the process of building a new PC using a Gigabyte B850M motherboard and a Ryzen 9900X processor. After I installed the CPU, cooler, memory, and power supply, I tried a test boot. The motherboard shows the "DRAM" LED for about a minute before I hear a "click" sound and the whole system powers down. There's no video output at all. I've tried reseating the 24-pin and EPS connectors, clearing the CMOS by removing the battery, and ensuring the RAM is seated correctly in the right slots. Before I start taking apart all the components, is there anything else I should consider trying?

It could be a BIOS issue too. Make sure you've checked for the latest version and that it's up to date. There might also be a problem with the RAM slots or it’s possible that your RAM could be DOA.

Is there a way I can confirm if it’s a BIOS issue? Since it won’t even boot, I’m not sure how to check.

You might want to test each RAM stick individually. If you have two sticks and four slots, try placing them in slots 1 and 3 or 2 and 4. This way, you can see if one of the sticks or slots is causing the issue.

Yup, they're in the correct, alternated slots. I even tried one stick when the CPU cooler wasn't installed, but that didn't help either. After installing the cooler, I was hoping it would resolve any thermal throttling during memory training, but it didn’t change anything.
