Why is my new PC stuck in BIOS and not booting?

I just built a new PC, but when I turned it on for the first time, it indicated that the CPU fan wasn't detected, even though it was running fine. I decided to set the BIOS to ignore the CPU fan issue, but now I'm facing a different problem. Every time I power it on, I get the message "reboot and select proper boot device." I've tried enabling CSM and setting it to UEFI only, but I still can't get it to boot. I even removed the CMOS battery and tested with two different brand new NVMe drives. Can anyone help me troubleshoot this?

Have you installed an operating system on your new PC yet? If not, that might be the reason you're seeing the boot message. Make sure you have Windows or another OS ready to go before attempting to boot up.

No, I haven't installed an OS yet. This is my first power-on, and I've run into this issue right away.
