It sounds like your PC might be downloading a lot of updates the moment it connects to the internet, especially if it hasn't been used in a while. Check if there are any background downloads happening when you boot it up. Resetting your network settings could help, but it might not fix the core issue if updates are the culprit.
Make sure your Ethernet drivers are up to date and properly configured. Also, it could be worthwhile checking if your router is overloaded with devices while this PC is on. It might not be just your PC but how your network is handling multiple connections.
Your issues with ping spikes might also relate to how your PC is configured in the network settings. Sometimes, newly configured devices can cause network congestion.
