Why is my PC running so slow after a power outage?

A few days ago, my power went out unexpectedly while I was about to start a game. After rebooting, I noticed my PC was running significantly slower than usual. I updated my graphics drivers in desperation and even attempted to reset Windows, but that didn't help. I've observed several issues since the outage, such as spikes in CPU and GPU usage, fans running at high speeds even during light tasks, delayed updates, and slow loading times for Windows menus. Lately, I've also experienced stuttering when doing basic tasks, prolonged boot times, and much slower download speeds—like it took me over 15 minutes to download Half-Life 2, which used to take less than 4 minutes. What could be causing these problems?

You might want to check your CPU usage through the Task Manager. It could be fluctuating, causing your PC to stutter and slow down. If that's fine, there may be issues with I/O operations or your network connection too.

I checked, and the CPU usage spikes a lot. For instance, it jumped from 18% to 4% in just a second, and even the network usage is all over the place.
