Why is my PC shutting down right after I turn it on?

I'm having an issue where my PC shuts off about 15 seconds after I power it on. It's been a while since I last used it, and during the first boot attempt, I saw the BIOS splash screen briefly before it turned off. Since then, I haven't been able to get that far.

I've tried a few things to troubleshoot: I've reinserted the RAM sticks, tested each one individually, and switched around the slots. I've also replaced the CMOS battery and checked the GPU connection. One thing to note is that the thermal paste for the CPU cooler is completely gone, so it's not secured properly, but I didn't think that would cause an immediate shutdown like this. I'm planning to fix that soon, but first, I want to figure out if the problem could be with the PSU or motherboard. Unfortunately, I don't have a spare power supply to test. Any advice? Thanks!
