Why is my PC slow to shut down after gaming?

Hey folks, I'm dealing with a strange issue on my PC and could really use some insight. Here are the specs: Ryzen 7 9800X3D CPU, MSI B850 Tomahawk Max WiFi motherboard, 32GB TeamGroup T-Force Delta 6000MHz CL30 RAM, WD SN850X SSD, and a Lian Li Edge 850W Plus Gold PSU. The problem is that my computer takes about 2 minutes to shut down or restart after gaming, and I get a black screen during that time. This only happens after I play games like Fortnite or Rust. I've already tried clearing the CMOS, updating the BIOS, testing each RAM stick individually, turning off Windows Fast Startup, disabling EXPO, and reinstalling Windows 11, but nothing seems to work. I'm unsure if it's a hardware issue or something with the Windows setup. Any suggestions on how to diagnose and possibly fix this? I even included a video of the issue. Thanks for any help!

What apps do you usually have running in the background? Sometimes they can slow down the shutdown process.

I only have Steam and Epic Games open, and everything seems to close properly in Task Manager after I quit the games.
