I've recently rebuilt my entire PC after moving to an ITX case and I'm facing some performance issues. Here are my specs: Colorful CVN B660i Gaming Frozen V20 motherboard, an i5-12400 CPU, an RTX 5070 Ti GPU, and 32 GB of DDR4 RAM at 3200 MHz powered by a Cooler Master V850 PSU. I designed this build with 4K gaming in mind, knowing that the i5-12400 might bottleneck performance at lower resolutions like 1080p or 1440p.
When testing Cyberpunk 2077 at 4K, my GPU seems to be underutilized, hovering around 70% usage while my CPU is working pretty hard, hitting 80 to 90%. I've checked the temperatures and they seem fine, but I'm wondering if it's a power supply issue or a setting on the motherboard that's affecting performance. What do you think? Any help would be appreciated!

Glad you figured it out! Sounds like the PCIe Gen setting was the culprit. Switching from Gen 5 to Gen 4 on your motherboard definitely makes a difference when using that riser cable. That's a common mistake that can really impact GPU performance, especially at 4K!
Have you checked Task Manager to see what exactly is causing the high CPU usage? Sometimes, background processes or unnecessary startup programs can hog resources. Disabling those might help improve performance a bit.
It's also worth checking your power settings in the BIOS. Sometimes adjusting the CPU power settings or making sure you have the latest BIOS version can help optimize performance. But since you've already adjusted the PCIe settings, that’s a great step forward!

Thanks for the tip! I’ll look into the power settings in the BIOS next. Just trying to squeeze out every bit of performance I can!
