Why is my PC’s Ethernet so slow and unreliable?

I've been dealing with a frustrating issue on my PC for a few months now. When I turn it on, the internet speeds are practically nonexistent. Previously, I could fix it with a quick restart. However, today, despite testing everything and updating all my drivers and BIOS, the problem persisted. I even tried tethering my phone's internet to the PC, but I got similar results. The PC claims it's connected to the internet, but nothing loads. Just to clarify, it's a restart of my PC that usually remedies the issue, not anything related to the modem or router.

When you're experiencing those zero speeds but Windows says you're online, try this: Open the command prompt by typing 'cmd' in the start menu. Then type `ping 8.8.8.8` and hit enter. If you see 'Sent = 4, Received = 4, Lost = 0', that means your internet is working; it might just be a DNS issue. If all packets are lost, we need to dig a bit deeper into the network settings.

I got exactly what you suggested, and it showed sent=4 received=4 lost=0. Does that mean I'm still having a DNS problem?
