Why is my RTX 2070 underperforming in games?

I have a PC setup with an RTX 2070, an i7 9700F, and 16GB of RAM. I bought it back in 2019, and I've recently done some maintenance like cleaning it and reapplying thermal paste. Lately, I've noticed that my PC is struggling to run games like Ready or Not and even some Roblox games. While playing Ready or Not, I noticed my FPS drops to between 40-60 at 1080p, with my GPU usage staying below 50%. Is this normal, or could there be an issue?

First off, you should check the temperatures of both your CPU and GPU while you're gaming. High temperatures can throttle performance, which might explain the low GPU usage. Some monitoring software like HWINFO64 can help you track temperatures in real time.

Also, make sure to enable XMP to get the full speed from your RAM. It’s common for thermal paste to dry out after a few years, so if you haven’t reapplied it since you built your PC, that might be worth checking. Using CPU-Z and a stress test can reveal if your temperatures are too high. Don't forget to stress test your GPU with something like Furmark to see if it’s running hot!
