Why is my Xeon E5 2650v4 only using 40W at full load?

I've been stress testing my Xeon E5 2650v4 and playing games, but I'm curious why it's only consuming around 40W under full load. I'm running Windows 10 Pro with a 600W PSU and a ZSUS X99-8D4 motherboard. Is this normal?

Are your power settings set to eco mode? That could be limiting the power draw.

It might be that the monitoring tool isn't capturing the power draw correctly. Typically, these CPUs consume much more power under load.

I've checked with HWInfo and Hardware Monitor, and they both show about 41.5W.

You can adjust the power levels using the cpupower app, which might help you get a more accurate reading.
