Why is Windows Explorer using so much CPU and memory even when it’s closed?

I recently updated to Windows 11 to avoid the notifications for Windows 10 updates, and since then my laptop has been crawling. It's been showing about 91% CPU usage and 97% memory in Task Manager, even when everything is idle and Windows Explorer isn't actually open. I'm really looking for help on how to fix this issue because it's making my laptop virtually unusable.

How much RAM does your laptop have? With only 8GB, it might be worth checking for corrupt system files. You can run the System File Checker by typing 'CMD' in the start bar, right-clicking it, and selecting 'Run as administrator'. Then enter 'sfc /scannow'. After that, do 'DISM /Online /Cleanup-Image /RestoreHealth' to fix any problems. Also, check for updates; they might help!
