Updating the BIOS might be a good idea, just to be safe. You're on F35, which should be fine according to what I found, but if there are any newer updates, it's worth checking to see if those can help resolve your issue.
Make sure all power cables are properly connected to the GPU, and that it's completely seated in the slot. If some of the connections aren't made correctly or if the GPU isn't rooted firmly, it might not function. Also, if your card has multiple vBIOS options, consider switching to the other one—sometimes one can have issues with UEFI setups.
First off, double-check that your motherboard's BIOS is up to date. Sometimes an outdated BIOS can lead to compatibility issues with newer GPUs. Do you see anything on the screen at all, like the BIOS splash during boot?
