I've been having this issue where my computer won't power up unless I turn off the power supply, wait about 30 seconds, and then turn it back on. My power supply has been working fine for the past 6-7 months, and I don't know what's caused this problem. I just came back from vacation and there was a power outage while I was away, which might be related. Oddly enough, my motherboard shows a red light when I try to start it, so it seems like power is reaching it. For reference, I have an ASRock X870 Pro RS WiFi motherboard and a Ryzen 7 9800X3D processor.

It sounds like there might be an issue with the CMOS battery or the power-on sequence of your motherboard. Try removing the CMOS battery and putting it back in. If that doesn’t work, getting the motherboard checked would be a good next step.
Your power supply might be the culprit. If the capacitors are on their way out, it could cause this kind of issue. Try using a different wall outlet or surge protector first. If you keep having problems, consider swapping in a known-good power supply before it potentially damages other parts.
Would that still be the case if the motherboard has BIOS issues? I've noticed that when I try to set my DDR5 RAM speed to its rated speed, I have to reset the BIOS settings because my computer won't turn on.
