Why won’t my GPU signal to the monitor?

I'm building my first PC and everything seems to be powered up fine, as I can access the BIOS via the motherboard. However, when I connect my PNY 3070 TI, the BIOS freezes and my USB connections stop responding. I'm unable to install Windows to get any drivers updated. What am I missing here?

It's strange that the BIOS freezes up like that when you plug in your GPU. This could hint at a short circuit related to the GPU or its power supply. I’d suggest waiting to see if anyone else has some thoughts too.
