Why won’t my minimized Windows open without multiple clicks?

I've been dealing with this really annoying bug on Windows 11. When I minimize a window, especially in Outlook, I can't seem to bring it back up easily. I can see the preview when I hover over it, but when I click to restore it, nothing happens. The window stays minimized, and the preview disappears. This happens multiple times, usually 5-10 clicks before it works. It's especially frustrating after waking my computer from sleep mode. I've tried hovering longer and clicking repeatedly, but nothing seems to help. It's been a few months, and it's annoying enough that I want a solution, but not urgent enough to call a tech expert. Interestingly, my colleagues are experiencing the same issues. Any idea why this is happening and how I can fix it?
