Why Won’t My New PC Boot? LED Light Loop Confusion

I've built a new PC recently (only kept the old case), but I'm running into a frustrating issue with booting it up. Whenever I try to start the machine, the red LED lights on the motherboard indicate a cycle where the CPU light flashes once, followed by the VGU light flashing once, and then the CPU light turns solid and stays lit. It's like a persistent red LED light loop. After realizing I updated the BIOS for a motherboard revision I didn't have, I corrected it to the right version, but now the DRAM light is stuck on.

Here are my specs that might help troubleshoot:
- Motherboard: B650 Eagle AX
- CPU: AMD Ryzen 9600X
- RAM: Kingston FURY 16GB (1x16) 5600MHz CL36
- Storage: Samsung 2TB M.2 PCIe Gen4 NVMe 990 PRO
- GPU: RTX 5060Ti Windforce OC 16GB
- PSU: MSI mag A750GL PCIE5
- Cooler: ENDORFY Fera 5

I've tried a bunch of things, like several BIOS updates, swapping RAM slots, reseating the CPU and cooler, booting with and without the GPU, and resetting the motherboard. I might have tried more stuff, but that's the gist. Really hoping it's not a faulty motherboard since I got it abroad and returning it would be a hassle. Any advice would be hugely appreciated!

The LEDs on your motherboard are part of the POST (power-on self-test) cycle, which checks components during startup. Just to clarify, can your PC actually POST? If it gets stuck on the CPU light and doesn’t move any further, that’s not a good sign. Consider letting the system sit for a bit after clearing the settings to see if it helps with the boot process.

It just stays on the CPU light and isn't moving at all. I've heard AM5 chips need a bit of time to train the memory, so I’m downgrading the BIOS to the first stable version for AMD 9000 series. Gonna give it 15 minutes after that to see if it helps.
