I recently tried to upgrade my PC's memory by adding two more 16GB RAM sticks, totaling four 16GB sticks. However, my PC won't boot with all four sticks installed. I've removed the new RAM, but now it still won't boot with just the original two sticks. I've tested each stick individually in all slots, and they work fine. I've reset the CMOS, updated the BIOS, and even tried increasing the voltage and enabling XMP, but nothing seems to help. My setup is as follows: Aorus B660M motherboard, Intel i5-10400 CPU, and GTX 1060 GPU.

Just a heads up, mixing different RAM kits can often lead to boot issues since they may not play well together. If you're having trouble, it might be worth sticking to one kit that you know works.
Have you checked the command rate settings in the BIOS? Lowering it from 1T to 2T can sometimes improve stability issues with multiple RAM sticks.
Make sure all four sticks are listed on your motherboard's compatibility list. Also, check if your BIOS is up to date; if not, flashing it to the latest version might resolve the issue.

Have you considered that the system might be re-training the memory after you changed the configuration? Sometimes it takes a while for it to adapt and find the best timings, which can lead to no video output and multiple resets. Give it some more time after booting it up, but if it doesn't work after 10 minutes, there might be another issue.
