Since you're able to connect with a VPN, the issue might not be with DNS. I suggest checking if IPv6 is causing problems. Try disabling it on your network adapter and then restart your PC. Have you verified whether your online services are working on other devices in the same location? It might be related to CGNAT, especially since you're using an Ethernet connection. If your Wi-Fi devices connect fine, that points to something specific with your PC.
