I found a power bank in my mom's room this morning and thought I'd give it a shot since my phone was almost dead. I charged it at school for about an hour, and while it showed some charge at the beginning, it now refuses to charge my phone. I suspect the charging cable might be the issue since it's a bit damaged, but I bought a new one and it still doesn't work. Could the power bank be totally dead since it's never been used before? I tried resetting it too, but no luck. Any advice?

I'm curious, how old is this power bank? If it's been sitting for a long time without use, that could affect its performance. You might also want to check if the charging brick you're using is working properly; some chargers can really make a difference.
Sounds like classic phantom charging. If it lights up when plugged in but doesn't charge your phone, it might be worth checking the cable again, or even trying another device to see if the power bank works with it instead.
If your phone is an Oppo, make sure it supports the power bank’s output. Some devices are picky with power banks. Lastly, test if your phone or cable can charge when connected to another source, like a computer or wall charger.
It sounds like your power bank might be dead, unfortunately. If it had three out of four lights on when you first charged it, it could just be failing after supposedly charging.
