I'm planning to build a system with a 9800x3D and a 9070XT, but I only have 4 PCIe 8-pin slots available and I'm concerned that I normally need 5. My PSU is 750W. Can I get by with just 4 slots? I'm thinking of using 1 for the CPU and 3 for the GPU. Do I need a splitter for the CPU power?

You actually won't need more than 4 slots for your setup. The 9800x3D only requires 1 PCIe slot for power, so you can allocate 1 for the CPU and 3 for the GPU without issues. Your 750W PSU should be more than enough to handle it.
