I'm currently using an RTX 2060, but I'm considering upgrading to an RX 9070 XT. I have a 650W PSU right now, and upgrading it isn't in my budget. My setup includes an R7 5700X3D processor, one hard drive, one SATA SSD, two M.2 SSDs, eight fans, and two RAM modules, with plans to add a couple more RAM sticks later. My PSU is a Corsair RM650 80+ Gold. Is 650W enough for this upgrade? I'm open to undervolting if necessary.

With your 5700X3D, a solid 650W PSU like the RM650 should work just fine. While AMD might suggest a 750W or more for the RX 9070 XT since some users pair it with high-power CPUs like the 14900KS, your setup consumes much less power. You're in good shape!
If you're worried, you could consider the non-XT version instead. It's slightly cheaper—around 30 euros in my area. I’ve been tempted to go for the XT too just because it's more powerful, but worth considering your options.
