I'm curious about whether my Ryzen 5 5600X will be able to fully utilize a 5070 graphics card. The GPU is on PCIe 5.0 x16, while my motherboard supports PCIe 4.0 x16. I'm worried that if the processor isn't powerful enough, it might hold the GPU back, possibly limiting its performance to around 50%. What do you all think?

You don't need to worry too much about that! With your setup, the GPU will likely run at 95-99% capacity, especially if you check some benchmarks. The Ryzen 5 5600X shouldn't bottleneck it.

Honestly, the PCIe version isn't a major concern. Both components will work together effectively, and any performance limits will mostly depend on the specific game you're playing. Typically, the 5600X won't hold back your GPU.

I thought CPUs could limit performance! Seems like there's more to it.
