Will the Next Docker Desktop Version Require Windows 11 for Both Installation and Updates?

I noticed in the latest Docker Desktop update for Windows that it states support for Windows 10 and 11 22H2 (19045) has ended. The next release will only install on Windows 11 23H2. Does this mean that both installing and updating Docker Desktop will require Windows 11, or is it just for new installations?
