I'm an Azure CSP provider and I've got a few clients who are having trouble making their payments. I'm looking for ways to restrict or disable their services to encourage payment. I plan to consult with legal about this, but I wanted to explore my options before I go that route. Any advice?

I recommend you start by talking to your legal team first. They can guide you on what's acceptable in your country regarding service suspension.
You might want to consider switching off tenant access. Disabling services like mail, OneDrive, and Cloud often gets clients to pay up.
Another option is to use Conditional Access policies to block access except from your IPs. I've had to do that before; it can help maintain control without a full shutdown.
