I've been playing Rainbow Six Siege on low settings to get the best possible frame rates, but I've noticed some weird behavior. Occasionally, I see my GPU usage drop to 0% for 1 to 5 seconds, and sometimes it can go as long as 10 to 30 seconds in extreme cases. I've already tried a bunch of troubleshooting steps like updating my BIOS and drivers, upgrading my RAM, and even swapping to a new PSU. I also switched from air cooling to an AIO for my CPU. My temperatures seem fine, with the CPU running at about 55°C and the GPU at 65°C under load. I'm using an RTX 4060 paired with an i7-14700F. Is my GPU not strong enough for this game?

I've noticed that this happens especially when the environment is changing a lot, like when walls are destroyed by shotguns and debris appears. It seems to stress both the CPU and GPU when all that stuff is happening.
What version of Windows are you on? If you're using Windows 11, there might be some e-core issues affecting performance.
I'm on Windows 11. What exactly are e-cores?
It doesn't sound like your GPU is the problem at all. Have you checked if your game is installed on an SSD or an HDD? That's a key factor!
I’ve got Steam on a MP33 SSD and the game itself on a T500 Crucial SSD.
I tried relocating the game to another SSD, verified files, and even uninstalled and reinstalled it.
That's true! It seems like when things get complex like that, the computer has to process a ton of data simultaneously, which causes those drops.
