I ran a 4070 alongside the same CPU and two NVMe SSDs on a 600W PSU without issues. You’ll have zero problems with your current setup!
Throw your parts into PCPartPicker to check the power usage. From what I've seen, your setup should be pulling around 352W. As long as there's not anything significantly power-hungry in your rig, your 650W PSU should be more than sufficient.
You should be okay! Just to be safe, consider undervolting your CPU and running in green mode to see actual power draw. That’ll give you some extra breathing room.
Realistically, a 650W PSU should be fine. The i5 pulls about 100W max, and the 4070 is around 200W. The recommendations for 750W are usually to cover potential spikes and give some headroom.
NVIDIA recommends a minimum of 650W for the 4070 because it can pull up to 250W when overclocked. Your 12400F tops out at around 117W, so 650W should be perfectly fine for your setup.
