I just built a new PC and I'm facing some frustrating problems with the HDMI port on my Nvidia RTX 5080 graphics card. I've got two monitors connected via DisplayPort that are working perfectly, but my 4K TV connected through HDMI isn't recognized on the latest driver versions (591.44 and 581.80). Right now, I'm using the third latest version (581.57), which finally provides a signal to my TV, but the visual performance is awful. In Forza Motorsport, I'm getting about 140 fps on max settings, but the 1% lows are around 70-80, making the experience choppy. Limiting the fps to 60 actually drops the 1% lows even lower to about 30-40, and even switching to Full HD doesn't help. I've checked my HDMI cable, and it worked fine with my old PC, plus I've tried two other HDMI cables, so it doesn't seem like that's the issue. I've made sure to install all different driver versions using DDU after uninstalling the previous ones. Here are my specs: inno3d RTX 5080 iChill Frostbite, Ryzen 7 9700X, ASUS ROG Strix X870-A Gaming WIFI (with the latest BIOS), and 32GB of Kingston Fury DDR5 RAM. I'm really stumped and would love any insights on this!

It sounds like there could be a compatibility issue with your HDMI settings. Try changing the resolution and refresh rate settings for the HDMI output in your graphics control panel. Sometimes, the settings can default to something that doesn't play well with 4K displays.
Have you tried rolling back to the previous driver version? Sometimes the latest updates can introduce new issues rather than fixing existing ones. Also, check your graphics settings; make sure nothing is set in a way that could be limiting the performance on the HDMI output.
I had a similar problem and rolling back the driver worked for me. It’s worth a shot if you haven’t done it yet!
