I recently picked up a CD from a thrift store that should be the official 'Trouble in Shangri-La' album by Stevie Nicks. It looks legit, with all the proper licensing. However, when I put it in my laptop's disc reader, it identifies the album as something by the Offspring instead. Is it possible that the previous owner burned a different album over it?

Burned CDs can only be used once, unless you're using rewritable discs, which is rare. It sounds like this CD might be labeled incorrectly instead of burned over.
It's unlikely that the CD itself was burned over since commercial CDs are typically read-only. The likely scenario is that the CD was swapped out with one that has the Offspring album on it.
It sounds like your software could be misreading the disc, or your external drive might be malfunctioning.
Have you actually tried playing the CD? The information displayed on your computer comes from an online database, not the CD itself. If it’s mislabeled, it might just have similar characteristics to the Offspring CD that's causing the mix-up.
I tried it in my car's CD player and it played the right music, even though my external drive kept reading it as Offspring. Super weird!
It could also just be that your media player is misidentifying it due to some glitch in their database.
