If she reaches out to Apple with the death certificate and other necessary documents, she should be able to regain full access to the account. I had a similar situation years ago, and they guided me through the process. It might be better to speak with someone in person at an Apple Store rather than handling it over the phone, especially since she might be contacting the wrong department. They’ll let her know what paperwork she needs.
