I recently lost my backpack that had my HP Pavilion laptop and an iPad Air with an Apple Pencil while traveling on a train to Edinburgh. I reported the loss right away, but due to the bank holiday, it took me over three days to file a police report. I'm feeling quite helpless at this point, and despite having serial numbers, my Microsoft account, and proof of ownership, I can't track my devices because they were offline and not connected to Wi-Fi or location services. I'm uncertain of what my next steps should be. What options do I have for recovery?

It might be a long shot, but definitely check out local pawn shops just in case. You could also visit an Apple Store and see if they can assist with blacklisting your iPad. That way, if someone tries to activate it, it'll be flagged.
If everything was disabled, it makes it tough to track. Just a heads-up, but make sure you turn on tracking features in the future for any devices you own! It makes a world of difference when recovering lost things.
Unfortunately, if you had tracking disabled on your devices, your options are pretty limited. You could try locking your iPad remotely if that helps, but it's likely headed for resale if someone finds it. Just hang tight and see if the police can uncover anything later.
