I've got a PC with 16GB (2x8GB) of DDR4 Corsair Vengeance Pro RGB RAM running at CL18 3600MHz. I want to upgrade and I found a sealed 16GB (1x16GB) Corsair Vengeance Pro SL RAM at CL16 3200MHz for a good price. My question is: will this new RAM work well with my existing sticks? Will it be stable? Also, could someone advise on the best order to install the RAM sticks?

Typically, adding RAM of different specifications can lead to instability, especially since you’ll have three sticks. The setup will likely only operate at the speed of the slowest one, which could be an issue.
Mixing RAM can sometimes lead to issues. Different speeds and timings can create instability, especially with three sticks. Just because it might work doesn't mean it will be stable, so keep that in mind.
Yes, the RAM sticks will work together, but they will downclock to the speed of the slowest stick, so your faster RAM will run at 3200MHz instead of 3600MHz. If you're lucky, the system might automatically set the timings to CL16, but be prepared to tweak some settings in the BIOS if needed. As for installation, refer to your motherboard manual for the correct slot order, but a common layout is 2, 4, 1, 3.
