I thought about Cloudflare, but it seems to only support static sites. I stumbled upon HelioHost, but I'm unsure about how reliable it is. Are there any other options out there, particularly decentralized services that fit my needs?

Just a heads-up: the web isn't truly free. Hosting platforms have costs, and those costs can add up quickly. If you need PHP and MySQL, you could look at VPS options instead of strictly decentralized services.
You might want to consider setting up your own server at home, but keep in mind that it won't be entirely free either.
When you say "decentralized," what exactly do you mean? Typically, no one will just hand over a web server for you to run PHP code, especially one that also provides a database. These services usually involve costs for management, power, and location.
For PHP and MySQL with fewer content restrictions, you’ll likely need to explore traditional VPS hosting rather than decentralized. Cloudflare Pages only caters to static content, while services like DigitalOcean or Hetzner give you much more control without the common "free" hosting issues.
Check out AWS for their free tier with EC2, or go for Lightsail, which starts at about five bucks a month. If you’re not careful with your code, hosting costs could creep up on you—nothing really is free in the end.
By decentralized, I mean independent hosting services rather than just the big players out there—kind of like Neocities, but that's only for static pages. It sounds tough to find servers for PHP then. That's a bummer.
