I'm considering launching a blog using PHP and databases because I've enjoyed working with them in the past. I'm specifically looking for a hosting service that is free and can support dynamic content, especially PHP, CSS, and SQL databases, with minimal restrictions on the content I want to include (which can sometimes get explicit). I thought about Cloudflare, but it seems to only support static sites. I stumbled upon HelioHost, but I'm unsure about how reliable it is. Are there any other options out there, particularly decentralized services that fit my needs?

Just a heads-up: the web isn't truly free. Hosting platforms have costs, and those costs can add up quickly. If you need PHP and MySQL, you could look at VPS options instead of strictly decentralized services.
