I built a PC with the following specs: MSI B360 GAMING PLUS motherboard, Intel Core i5-8400 CPU, 16GB DDR4 RAM, and a Seasonic 620W PSU. I'm using an ASUS DUAL RX560 4G GPU with two 120GB SSDs for storage and running Linux Mint. The issue I'm having is that when I boot, the GPU spins for about 5 seconds, then stops, and I see a red VGA LED on the motherboard. I've tried different PCIe slots, power cables, and even a different GPU, but nothing changes. Interestingly, the GPU continues to spin when I'm in the BIOS, but stops as soon as I leave to start the operating system. I reset the BIOS to optimized defaults and still have the same problem. I also have an ASUS DUAL GTX 1060 O6G I got for free, but I'm unsure if it works. Right now, I just need any GPU to function properly!

When you’re in the BIOS, are you able to see the interface normally? If so, that means your GPU is working well enough for the BIOS, but it might not be a GPU issue when you leave the BIOS. You should consider trying to boot from a live USB to see if it’s a kernel or driver issue instead.
The RX560 should still be functional if you've had it for a few years without issues. Just make sure it’s not damaged since it was in storage. As for the GTX 1060, even if it was given to you for free, it could still work. If you find a solution for the RX 560, definitely try the GTX 1060 afterwards!
It sounds like a potential issue with the motherboard or, less likely, the CPU. Have you tried checking if the PC detects anything in the PCIe slot? Also, you might want to look for any error logs since your integrated graphics are working fine. That could help identify the problem since it seems like the dedicated GPU is the only one having issues.
